I'm thinking of partly eliminating the evolution rules and letting new players create a character of any evolution, though you'd still have to reach a high posting status to play legendaries. What does everyone think?
The portion of the rules below is what I'm referring to:
EVOLVING:
When your posting status permits, you may evolve your characters if you wish. At higher postcounts you may start new characters already evolved. Pokemon should evolve in battle, from happiness, or with the appropriate items, depending on what species they are. If your pokemon needs an item to evolve, they may journey to the caverns that hold these items {where they are guarded} or request that a moderator leave the item in their area. Evolving pokemon spontaneously is frowned upon.
When you first join, your status will be 'Poké Egg'. Through frequent IC posts {OOC posts do not count towards postcount}, you will advance through Basic Pokemon, Stage One, Stage Two, Legendary and Pokégod status. At each stage you will be permitted to start higher level characters or advance your lower characters to a higher level/evolution. Levels permitted are as follows:
Poké Egg Status {up to 49 posts} = Unevolved pokemon, level 5 or less, purebred or hybrid. Your pokemon may start out knowing up to 4 moves it {or its parent species} is born with or learns at up to level 5. No Legendaries or legendary hybrids. Pokemon may -not- evolve yet, with or without items.
Basic Pokémon Status {50 to 151 posts}= Pokemon or pokemon hybrids up to level 15 permitted. Pokemon can learn more moves if its species allows those moves. May be evolved once if that pokemon can evolve at or before level 15, or with an item.
Stage One status {200-399 posts}= Basic or Stage One pokemon, level 25 or less. No Legendaries, but legendary hybrids are permitted.
Stage Two status {400-1999 posts}= Pokemon of any evolution, up to level 50 allowed. Pokemon can know any move in its moveset if it can learn it at that level; this includes HMs and TMs. No Legendaries but legendary hybrids permitted. NOTE: By legendary hybrid, I mean a pokemon who has only one parent of a legendary species. Crosses between two different legendaries are considered legendaries themselves and are still off limits to Stage Two players.
Legendary Status {2000-6999 posts}= Pokemon of any level or evolution allowed. Legendaries {except for restricted species} and legendary hybrids permitted.
Pokegod Status {7000+ posts}= Any pokemon permitted, granted that it is cleared with the staff first if of a restricted species. Some restricted species cannot be played by anyone but staff; under special circumstances they may play a part in a storyline or plot. A few {like Alcatraz} play an ongoing role in the game's functions.
