Description/Appearance: and eevee that is all white, has 3 foot
long wing span. has black eyes. it becomes larger than a normal eevee. it has three long tails.
Disposition: Birdeon are kind of cruel. they are somewhat theives and are obnivors.
Habitat: anywhere
What does this pokémon eat?: berrys and the common spinorack, plus dratini.
How common is this pokemon?: rare

Rejected, on several counts:
One: the name. A fox can't become a bird.
Two: the size. No other eeveelution is nearly that big.
Three: the disposition. Flying types aren't typically cruel and eeveelutions are generally very typical of their type, and never evil {they are a neutral aligned pokee, generally}. Even umbreon isn't known to be cruel!
Four: habitat can't be "anywhere"
Five: why would it eat dratini, which are not only large, but another predator, thus not making them very easy prey? A lot of this isn't making any sense.
Six: the colour. The colour for flying type that I've seen tends to be light blue. All white doesn't seem like it'd match with the other eeveelutions' colours.
Seven: you didn't include HOW it evolves.
I'm sorry but a fan eeveelution is going to be very hard to get approved. Not only is it a fan evo, but it's an eeveelution, and since eevee and its evos are the most popular pokemon played here by far, it will affect a lot of players.

This is just my own assumption from what I've seen, but there are nine 'physical' types and eight 'special' types. The normal types are Normal, Fighting, Flying, Poison, Ground, rock, Bug, Ghost and Steel. The special types are the elements, like Fire, Water, Grass, Electric, Psychic, Ice, Dragon and Dark.
Every Eevee evolution has an element that correspons with a Special type. Flareon is fire, Vaporeon is water, Leafeon is grass, Jolteon is electric, Espeon is psychic, Glaceon is ice and Umbreon is dark. The only type missing is dragon, so I believe if they have another evolution, it would be a pure Dragon type. It would be hard pressed to find a pure dragon type, as the only pure dragons in the Pokemon series are Dratini, Dragonai, Bagon and Shelgon. Dratini and Dragonair are serpentine, and Bagon is reptilian, the only quadroped is Shelgon. None of them are in their final evolutions.
This is just my speculation, the information I used can be found on bulbapedia.
(I would love to create a dragon-type eevee evolution, but I don't have the imagination for it)
